About
A maintainer decision is a created-terminal, immutable ruling carrying its
decision (the answer plus its rationale). Its actor kind is restricted to
maintainer or importer only: a maintainer ruling with assistant
attribution is a contradiction the schema refuses, and importer covers migrated history.
Why
The record, not the conversation, is the source of truth: a ruling made in chat and never recorded did not happen. Making rulings a distinct immutable type separates what the maintainer decided from what anyone proposed, and the attribution restriction makes that separation structural.
Description
The shared index shape with the standard envelope plus decision. Single state
recorded, no transitions, never proposable. A ruling may link
exemplifies to the preference pattern it
instantiates, feeding the distillation of standing preferences from individual rulings.
How it works
Recorded the session it is made; overturning is a new record linking the old. Baseline as of spec 1.1.0 (it was module-tier in 1.0.0); the additive schema upgrade carries a populated 1.0.0 governance-module index forward byte for byte.
